During his tenure on the island Dr. Kai has been insturmental in the well-being and morale of over 900 island residents coming from all walks of life and all regions of the world.

Dr. Kai quickly endears himself to everyone he meets and builds rapport condusive to open and genuine interaction. He was indispensable during the island closure process when so many people were faced with relocation to a radically different lifestyle. He provided counseling and support to many people who had been separated from family and mainstream society for as much as 18 years on a remote island. His efforts greatly diminished the anxiety and readjustment time our people went through during transition. It was his ability to relate to so many different kinds of people that encouraged anyone in need to seek his services.

Dr. Kai was instrumental in identifying and correcting a seriously negative trend of alcohol abuse on the island. His pro-active approach and solutions of the problem quickly impacted the entire island population. Within 30 days, alcohol-related accidents and injuries were reduced by 75 percent.

He also proved himself in one of the worst crisis situations in island history. Dr. Kai immediately began counseling personnel involved with the recovery of a shark attack victim. He then established a crisis counseling center and an information campaign that reached all the island inhabitants.

In all these situations Dr. Kai performed admirably and was directly responsible for the successful outcomes sought by management. Dr. Kai has proven himself to us on many occasions; he has earned my confidence as a commander and friend.

"Dear Dr. Kai,

The 15 months which have passed, since we last said goodbye, may make this letter of appreciation seem insincere. That same period, however, provided me with many opportunities to review all of the many cogent points which you raised during our counseling sessions. Those sessions gave me the kind of enduring consolation which could only have come from increased personal insight. These thank-you words may seemingly come from me as if by rote, but the insight, consolation and sense of indebtedness will always be with me.

I can also see how that same 15-month hiatus puts me in the fourth of the four classes of humanity recogized by Judeo-Christian tradition: The Good, The Bad, The Simple and The Harassed. Life has been a series of critical deadlines, over the past year and a half. To paraphrase the historian Thucydides, Deadlines are rough drillmasters. Enlisting us in a war against time, they rob us of peace and tranquility, and create in us a temperament equal to our condition. Robert Louis Stevenson might well have omitted "vital salts" as the cause of the transition between Dr. Jeckyl and Mr. Hyde, and substituted "deadlines" in their place.

Happily, there is a rebuttal by Sir Walter Raleigh, who learned to laugh at anxiety, even extreme anxiety. Condemned to death by James I and facing headsman at foot of stairs to the scaffold, the debonair Raleigh courteously said to his executioner, "After you, sir.".

The inherent kindness of your thoughts during our counseling sessions are surpassed only by the value of your words. In full awareness that our sessions logically had to end at some point, I am nevertheless sorry that they did. I hope we can keep in touch.

I have known Dr. Kai professionally since his arrival on November 7, 2002. Dr. Kai is assigned as the Mental Health Care provider for the Base Operating Support contract for the joint-services mission here on Johnston Atoll. He does and "Outstanding" job in supporting the entire island population through individual and group counseling, informational briefings and training sessions, fitness for duty evaluations, evaluation and coordination of off island medical referrals for mental health and substance abuse problems, organizational consultations, emergency/crisis stabilization and manager/supervisor referral cases. He provides these services wherever and whenever needed from the clinic and chapel to the sports complex or personal quarters to accommodate location and schedule needs for this diverse population working all shifts at all hours. His vision and ideas are extremely commendable. His personal involvement with the execution and performance of his professional services continually result in the overwhelming success and "Outstanding" performance ratings we receive.

I would not hesitate to search Dr Kai out or highly recommend him for any professional services position in his realm of expertise. It was a pleasure to have known Dr. Kai, as I always knew that he would handle any situation professionally and with personal attention.

LETTER OF RECOMMENDATION

I met Dr. Kai in 1998 at a regional meeting for the Employee Assistance Professionals Association (EAPA). Dr. Kai and I were both attending this meeting as officers of our local chapters; Dr. Kai as President of the San Diego chapter and I, as Vice-President of the Hawaii Chapter. Dr. Kai had been recently elected as President replacing and individual who had reportedly ostracized some chapter members. The former chapter President had been well respected by national members who were questioning some of the changes that Dr. Kai had recently implemented. I was very impressed by Dr. Kai's diplomacy in being able to explain why changes were needed without being critical of the previous chapter President. It was a delicate issue that Dr. Kai handled tactfully, and without generating discomfort among his fellow association members.

I continued a professional relationship with Dr. Kai after this meeting as we both continued working in the employee assistance field. Dr. Kai was well versed in employee assistance issues and I consulted with him regarding a number of workplace violence incidents. I found Dr. Kai's advice and experience to be extremely valuable for me in managing an external employee assistance program (EAP) in the State of Hawaii.

In 2000, I became and independent EAP contractor on Johnston Atoll. When a Mental Health Care provider position became available on island I recommended Dr. Kai. Iknew that he was interested in moving to Hawaii and felt his expertise in downsizing and substance abuse would be invaluable for the Johnston community which was entering it's final year of operation, and moving toward island closure. I also reommended Dr. Kai because I thought we would work well together in servicing the mental health needs of this remote island community.

I relied on Dr. Kai's expertise in treating my clientele during my absences as my work was contracted for only ten days a month on island. For many counselors two-therapist treatment would be viewed as difficult, even potentially harmful to a client's treatment plan. Because of Dr. Kai's openness and focus on client well-being, we were able to make this work quite effectively.

Dr. Kai and I developed a "social reintegration program" which was offered to residents on a voluntary basis. This was a psycho-educational program that covered a host of topics to assist residents in their departure from Johnston Atoll, and reintegration into mainstream society. Topics included: Reuniting with Spouses and Children, Dating and Courtship, Caring for Aging Parents and Managing Anger in the Workplace. These sessions were well-attended and Dr. Kai's creativity and humor made them a great deal of fun for all involved parties.

There have been a number of crisis situations on island that Dr. Kai and I have jointly responded to. Dr. Kai facilitated critical incident stress debriefings after a shark attack on island. This was a particularly traumatic event for the island population as a number of people witnessed the attack and assisted in the rescue of the victim. The event dramatically affected everyone in the close-knit Johnston community. Dr. Kai conducted a series of meetings that were recognized as being insturmental in helping the community heal.

I wish Dr. Kai well in his future endeavors and believe that any organization or client would be very fortunate to work with him. I highly recommend Dr. Kai for any positions involving mental health care, employee assistance, organizational development, or psycho-education; both as provider or such services, or as a manager of programs providing such services.

During my time as the installation commander, 6 August 2002 through 6 August 2003, I found his work and support of the Johnston Atoll to be stellar quality. He had a major impact on the health and well being of the island population.

Johnston Atoll, a remote Pacific island 717 nautical miles from the Hawaiian Islands, is a unique place and offers unique challenges because of its isolated nature. With the drawdown of the Department of Defense mission and upcoming installation closure, the stresses of personnel who are reaching the end of a sometimes extended period of employment (some 1 to 10 years, some longer), many individuals felt the pressures of an upcoming change in employment and a change in lifestyle. Dr. Kai has been instrumental in helping many of the folks under my tutelage manage those stresses. On several occasions I heard from individuals who he helped refocus their outlook on life and their own futures. I have seen few with his unique talent to interact and bring about a positive outlook from so many going through so much. Whether it be helping folks deal with tragedies, major changes in their lives, or just efforts at self-improvement, I am truly grateful for the service he has provided the Air Force in helping us support those who have supported the Department of Defense mission of chemical weapons destruction, and mission and installation closure.
